While in Gotham City we have a Grumpycat, the worst of the villains, at the same time we have some self-proclaimed super heroes like @steemcleaners. I refer to one of the many accounts that have one or more people who use that enormous power to regulate the content on steem with their own criteria.
Of course, their help is more than welcome because they discourage users who abuse the system such as copying material, bad use of tags, offensive or unfit content, etc. If we review the blog of this account we will see a long history of corrected cases
However, the simple fact of centralizing the decision to categorize what is good and what is wrong, sooner or later tends to degenerate into a situation of abuse of power.
This is @positivesynergy, who tells us his bad experience with Steemcleaners, where he was downvoted more than three times and in most of the times without a clear justification. In the end, he concludes: "It seems wrong that a person or a bot can reject the hard-earned money of someone, even if it is only a few dollars."
Steemit's Malicious @steemcleaners vote for ATTACKS
In this other case, @yasinkara61 was allegedly downvoted for misusing the photography tag in its publication bizim tek hayalimiz çocukları okutmak... in which you can see a video that clearly has shots of an excellent photography.
Allowing people to reach that much amount of power can be a double-edged weapon. On one hand, it gives a tool to good content regulators to do their job, but on the other hand it allows them to abuse the system with impunity.
I am not a writer, I'm an entrepreneurial engineer and I am about to publish information abount the project in which me and my team are working on, which aims to give another solution to the problem of monetizing digital content, but without falling into the problems that Steem incurs.
If you are interested in learning about my project I invite you to follow me on Steem. Soon I will be publishing information and giving away tokens to promote its release to the public.

As you said, this platform is degenerating into something called pay-to-play system, in which you have no other than disburse some money in order to get any attention at all
