This is a complex topic, there are a few options you have. If you are just looking for ROI then self-voting is dangerous because there is the chance that people will flag you if you do it too often or on content they consider "low quality".
You can fill orders for delegation leases of SP, or delegate to bid bots that have high ROI. It all depends on what you want to do with your SP, and how much you care about how others see you and what kind of place you want steemit to be.
Right now for example I have seen some leases give a little over 20% APR, and I have seen some bid bots whose average payouts to those who delegate amount to over 20% as well.
If passive investing is desired, then delegation to bid bots is preferable, because you need to constantly be filling new orders of delegation leases as the old leases expire which takes time.
It is a whole other matter if you want to manually choose content to vote on and just earn curation rewards from that.

If you just delegate to a bid bot then you can always take your delegation back (it takes 7 days for it to come back to you, during which time neither party can use the SP) so it is pretty safe.
Last I checked @tipu had good returns, they also made a post comparing the returns of the different bots. There is also @bid.bot, which is new, and has a different system.
You can still vote with whatever SP you have less, although your voting power and curation rewards will be lower because you are lending out your SP.

You'd have to look up guides on curation, to my understanding you want to be the absolute first vote (or at least the first semi-large vote) on something that has a lot of votes after it, but not too early. Like if people start voting at 5 or 10 minutes then too much goes to the author, because max curation happens at 30 minutes, but by then people are already voting too much on popular authors.
