once you have more steem power you will get a vote slider that will let you adjust your voting weight for each post. So you could vote every post at 50% and you will have twice as many votes to give out but half of the rewards that you would receive if you voted at 100%. Since you don't have a lot of steem power yet each of your votes are already at 100%. To power up a post means to get paid out in 100% steem power instead of 50% steem power and 50% steem dollars. You have the option when you author a post.
