"He would do it if you would permit Him."
Being a sovereign means you don't ask for anyone's permission.
God didn't ask for permission from Pharaoh to free the Jews. He didn't ask for permission to destroy his army.
Isaiah 22:22 "I will place on his shoulder the key to the house of David; what he opens no one can shut, and what he shuts no one can open."

So, who am I to allow or forbid God anything?
