So anyone applying decline_voting_rights would get a two-year powerdown, right? Clever.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    Not anyone, only Steemit accounts ;)
    If a normal account applies decline_voting_rights it will still have 3-months powerdown
