It's odd that you could submitted this story, telling us how you cannot submit a story. :)

But generally it means the server is busy, or you are not properly logged in. Try closing your browser (after copying your article to a safe place, like notepad on your computer), and re-logging into steem after about 10 minutes has passed, and it just might work.
