We are in Lisbon Portugal already and today we made this video to help share a simple free way to have mobile wifi service while visiting

The best way to get a local MEO card is to visit a shopping center and go to an official MEO retail store..
You could try to a local kiosk but they may charge you a fee since they are a 3rd party vendor.
BTW; since 15th June 2017 most roaming surcharges have been scrapped over most of Europe
But these MEO cards are for Portugal only. I tried in Spain and it didn't work!
PS: internet service at Lisbon International Airport generally still sucks

MEO is market leader with the best coverage in the country. Portuguese SIM cards don't need to be registered..
Its common to find MEO stores in Portugal. Every major shopping center has one and there are MEO stores in every city as well. They might not be so visible than Vodafone or NOS. Shopping Centers are normally open even on Sundays in Portugal (unlike most of Spain).
