IoT networks can exist in WiFi networks, bluetooth mesh networks or even cellular networks.
Mesh and WiFi networks require IoT devices to be in relatively close range to operate i.e. within the network range. Cellular networks however, where ever you have LTE cellular coverage the IoT devices can communicate across that network, and cellular coverage is continuously growing.

In addition to this, cellular networks have begun the switch over to 4G/LTE and even removing 2G or 3G device support (https://1ot.mobi/blog/2g-and-3g-networks-are-shutting-down-globally).
The Particle E Series laughs at this, that is what its all about, LTE support.
