I think it's needed all over the world because even if it's secured, it's all a hassle when theft happens.
This device has an interesting idea of work that is that you can not drive a stolen bike / engine.
But if a thief has time, he can embark him on another means of transport because he is not tied ...
This device is good for "for turn the thief's attention" (so yes thieves choose easier , second booty but this device does not provide protection as "tie for something" eg a chassis or drive wheel for a pillar ...
In any case, it's good to have it because it's easy weight and easy to fold.
