Swarm is a decentralized web hosting, meaning that a website is not hosted on one particular server at a time but is hosted by everyone at the same time.

That is, it cannot be attacked with DDoS attack or censorship from the government, this is sensor-free internet.

This project was developed by a developer named Viktro Tron and developed on Ethereum, I don't know whether decentralized web hosting like this already exists on the Steem blockchain, which obviously will be very interesting, simple and disruptive.

Great concept. I'm a great fan of cloud applications and it further adds when they are decentralized as well. Since decentralization has got its benefits here with SWARM the web hosting becomes more secure as your code is not on just one sever making it very difficult for hackers to penetrate. Blockchain technology has the advantage of decentralized computing, which cloud provides. But with this, we can be assured that there is no central governing authority.
I see that this kind of distributed platform can help greatly to web application developers with features like- fast content delivery and prevention against DDoS.

What forms of payment do they except? How much does it cost

This is something different. I never give it a thought to use something like this decentralized hosting service.
But as decentralized platform is secure and trusted so I think their service level is also good.
It's providing sensor free hosting. That would be next level of Internet experience on mass adoption.
