A picture can be taken normally without any blur background or focused foreground maybe lack of a good camera or not positioning the focus point at the right place.
The focus foreground of a picture and the blur background it's just like an ingredient all pictures must have for it to look good.
Nowadays photographers use phones to take closeup pictures ( iPhone samsung)
but due to my research they cannot be compared to real cameras( Nikon Canon). 
This is because they can change the focus point manually unlike the phones which are automatic.
I personally use Nikon d5300 to make my focus and blur more beautiful.
