The best Strategy for new user who don't plan on investing money into the system, is to use all the steem to power up to gain influence. Of course at first you won't be making any money, but you will be gaining influence to obtain a larger amount of money down the road. When you build up you influence enough, each time you up vote something the poster will recieve an amount money, based on how much steempower you have.
