I saw this post while I was going through articles on bandwidth and I thought I'd mention this: even though my Steem power is 23, I can only give $0.1 upvote maximum and because of the voting power after it crosses 50% it becomes 0. I have had issues with bandwidth as well so I had to stop using it for a while so the voting power was back to 100 otherwise it looks like an empty upvote where I'm getting value but not giving anything back. I don't know if you'd read this post since it's 8 month's old now but I'd really appreciate if you could help me out here. Thanks for providing value to the community!

It works as expected. There are millions of SP out there and you have only small share of it. So at the time of voting, you are using your share to decide about potential payout. Your impact is proportional to your SP (compared to all other voters in a given time period). Even if your vote doesn't affect potential payout in a visible way (i.e. it's less than $0.005) it's still something.
As they say: "Many a little makes a mickle".
By the way, voting for post older than 7 days doesn't affect payout for that post nor your voting power.

I know about the seven day rule. It's kind of a boon and a curse actually. I waiting when the price of Steem dollars can cross Steem. Id like to convert my Steem dollars for some power. Also, where can I sign up for deligation?

That was an old initiative for a limited time related to STEEMIT_VOTE_DUST_THRESHOLD.
As for SBD, waiting might be risky. SBD is supposed to follow USD value. Currently it's not the case because it's overpriced on external markets (speculations from people that might not be even aware that SBD is a pegged asset). We don't have good tools to make SBD get back down to 1USD=1SBD peg (we mostly have tools to make it go up from below 1USD), but over time it will be naturally driving there (each day it's produced through author rewards).
