Payout Declined!!!

Can anybody describe on what grounds steemit will decline payouts?

I am not a good blog writer. But while browsing steemit feed I came across few post more than 1000 dollars payout was strike out saying PAYOUT DECLINED. !!!

What are the reason behind it?
