When I was using Tsu I eagerly checked the rankings to see how they were doing. I think the views per user is important as it shows people are actually using it. You can also use this site which gives a few more stats http://steemit.com.hypestat.com/ Their estimate of the site value would be based on ads, which steemit does not use much.
I'm in the UK, which is fairly high. The site seems to be mostly in English. Tsu ended up with around a quarter of users in Pakistan as a celebrity there was promoting it. Most of them were just trying to make money, so post quality was low. That may be part of the reason the site died.
