They were referring to the number of BLOG POSTS per day max to write -- beyond that you are penalized under the old system. That was changed in the last cpl. mths under the last HF (hard fork) -- you can write more, but it tends to become spammy with many people after 4-5 posts per day trying to write them.
Post count included blog posts + your comments.
