You can delegate your steem power.
On the other hand, I think you can get upvoted by @tipu if someone willfully sends your post link to @tipu as the memo for his or her contract.

    Hey @calybos, please how long does it take for @tipu to vote on a post after sending the 10 Steems and the link as memo?

      @tipu might delay if it's charging up apart from that, it works just great. If there is any inconvenience you can write to @tipu and you'll be sorted out.
