Agreed with you point. HF19 is really a success and made a large difference in payouts, but i don't think it has put any impact on payouts of new steemit users.
I am new to steemit.
Nobody follows upvotemy posts bcoz my steempower is low.
Yeah it definitely increased payouts of top level people.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
