STEEM POWER Versus Quality of Post

Hi,

Kindly look at this image and answer the questions.


What is the fate of a beautifully written post that is also rich in content in the situations sited below and what mechanism does STEEMIT use to create a balance? 

1 - A deliberate miss use of "Steem power" by down voting a good post.

2 - Numerous up voters with no steem power.

I came across @ocd, I do believe it will in a way do some justice and create a bit of the balance I was talking about

@metoo It is not about becoming the voice but knowing if there will be equity and fairness after putting much work into an article. Pay should commensurate with the effort and time worked.
