Steemit now seems like early days of twitter.
Everyone struggles to get more and more followers not really caring about content provided.
However apart from Twitter, this platform does not seem to impact you as much.
There really is no reason not to follow back, more follow backs you have - more chance someone will fallow you !

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
