The rewards on the STEEM blockchain are directly tied to the inflation that fills the rewards pool. In other words, you allocate rewards to somebody with your vote, proportionally to your Steem Power. Until now, that is.
There is a new way to distribute rewards in the STEEM network, which is more like recurring tipping, and it works in parallel with and completely decoupled from voting.
Introducing @tipu subscription service!
TL/DR version
This works pretty much like how BAT (the Basic Attention Token) works: you allocate a certain amount of STEEM / SBD for tips (this is basically setting up a deposit) and then subscribe to users you like with a certain amount that will be deducted from your deposit every time they post.
Long Version
- set up a deposit by sending the desired amount to @tipu with the memo
deposit(this deposit will give you shares in @tipu's profits, so you will get back a tiny portion of this deposit every day) - when you find an author that you want to support by sending funds from that deposit every time he / she posts, issue this comment on one of the author posts:
!subscribe - by default, the subscription is set at 0.5 (SBD or STEEM, depending on what you have as the deposit). If you want to change that, pass the tip amount after the command, like this:
!subscribe 0.1
This wasn't long at all, I was kidding.
Anyway, I already went through this whole process, with @raluca, and here's an (even more) detailed flow:
1. Set up a deposit by sending 100 STEEM to @tipu, with the memo deposit
After just a few seconds, I got this message back:
2. Subscribe to a user by commenting with !subscribe amount
In this case, the amount was 1 STEEM, and the user was @raluca:
Again, after a few seconds of posting this comment, I got a reply confirming the subscription:
And the first tip was confirmed in @raluca's wallet:
3. Monitor my subscriptions in the wallet (yes, I made another one to @vikthor)
So, there you have it.

Maybe it was in the super long TL;DR section ;) but I missed the part when your budget gets paid out to the beneficiary. If you allocate 100 Steem to a certain user, does this get paid out every time they publish something, or every time you visit their blog, or...?

also just read this: "The common mistake folks make is thinking that as long as SBD is worth more than Steem they should 50/50. Actually, it doesn’t matter what the price of Steem is, it only matters if SBD is over or under a dollar. Over a dollar =50/50 better. Under a dollar = 100% SP better."

I don't follow this, TBH. The dynamic between SBD and STEEM is that 1 SBD is $1 worth of STEEM, so it will always be tied to STEEM.
if 1 SBD = $1 and 1 STEEM = $0.5, then getting all the rewards 50/50 will actually give you 2 STEEM for 1 SBD.
if 1 SBD = $1 and 1STEEM = $2, then you will get 0.5 STEEM for a post which gives $1 gains
