As you may notice all post in trending and hot sections are submitted by users with high reputation scores. That means that only well known members of the community can hope that their posts will be spotted and valued. But in order to become well know you either should invest tons of money in the project or be well known person from outside the project. It looks like bad loop. For my perception this is a problem that should be solved. I was hoping that lowering votes per day from 40 to 5 would help due to the fact that this change would harm bots and frequently voting users most of all. But this really needed change (IMHO) was postponed. Lower price for steem won't solve the problem because most of steem are locked in steem power and therefore this won't change current distribution.
The problem is also about few people with tons of SP (aka whales) which just can't curate such amount of content being created in a single unit of time. It is cognitive overload. And no one can assure you that their taste alings with preferences of thousand of minnows and newcomers.
Do you see the same problem that I do? What solutions do you have for it?

I don't think this is the case. There have been many people have taken the time to build their reputations on here... through posts, comments, through adding value to the community and/ or networking etc. When I joined it was easy to get noticed. Now it's more difficult but by no means impossible. The size of Steemit is such that simply posting good content and hoping whales will see it (let alone vote for it) probably isn't enough. Newcomers need to put in that bit extra to get noticed. But that would be the case on pretty much any social media platform that has gained a bit of traction.

I don't see it as a problem, but a question of time.
It's designed as a social network; I believe good behaviour will be noticeable and will be rewarded.
The whole system needs some adjustments, but also the behaviour of some users could need a revision.
It's an evaluation platform, so let's see who wins :)

It isn't possible for a user with a rep under 30 to be in trending or hot (at least not one who hasn't been flagged a lot in the past). New users start at a rep of 25. A vote from me is enough to bump them up to 27, and my vote is only worth $0.04 on a new post. To get into the "hot" category your post needs to be at more than a $1.00 (there are some exceptions, but this is generally true).
If a brand new user with a rep of 25 made a post that got to a dollar, their rep would already be over 30. If a brand new user got to the trending page (this happened to my girlfriend on her first post), their rep would be over 50 by the time it got there.

I've seen the formula before, but can't find it at the moment.
The more Steem Power that upvotes you, the higher your reputation will go. The opposite is also true, the more SP that flags you, the lower your reputation will go.
The reputation system uses a log10 scale with some tweaks. This means:
A score of 60, is about 100x stronger than 40 and 1000x better than a score of 30.
It takes far fewer upvotes to move your score from 25 to 35 than it does to change your score from 62 to 63.
