A flag on a zero value comment doesn't really do anything positive nor negative.

However, it is good user feedback that the UI still makes it look and feel very punishing when in fact it means nothing. Thank you for sharing your mind.

A full power downvote from sneak brought his reputation score from 25 to 8. That's a negative effect.

Maybe I am just missing something then, but what exactly is the practical negative effect of that?
Besides the UI displaying it which some may interpret as the user being spammy (which again is purely a UI thing in the end).

Anyway, after writing my first comment above, I went and gave him 3 upvotes on his posts.

There is one practical effect of a reputation score <10 but >0, Steemit won't let someone upload images to the image hoster if their rep is lower than 10.

That seems like too big of a punishment. Maybe a 1% down-vote for each occurrence with a warning message. There will be many false positives because there could easily be short messages that provide value.
