Muting does not block voting. Otherwise an abusive poster could just mute all the people that flag abuse and get away with it.

So what do you do if someone is flagging/down voting you for no reason? Just as i joined a guy down voted me and I lost my initial rating. It looks like he's been doing it to quite a lot of people. Any suggestions?

You could try asking for help in the #steemitabuse channel of steemit.chat. Another option (not sure if it is possible) would be to try and contact the person and try to see what their issue is.
