There is a big section which describes it all under FAQ, when you click the popdown menu next to you profile picture in the top right corner.
And there are even better descriptions about how everything works on here somewhere, dont know where that was to be found right now though.
But to give you a quick answer. No you dont spend your steem power by voting. You can even gain more by it, getting it after 7 days. The more steem power you have the more valuable your upvotes become. I have seen a single upvote adding 60$ of value to a post

It's still very confusing. If you don't pay yourself for an upvote who does? It goes out of a pool with money, who pays that money? Advertisers?
