Why does steemit has only upvotes?

Why does steemit has only upvotes? How about if there is downvotes when something stupid is posted and the downvote would substract from the payout. Has that been discussed?....

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
