So I see here that I have 16.839 STEEM, but what is the (+145.261 STEEM) underneath that?

The (+145.261) means that you got deligated voting power by others in the Steem community. This helps you put in more voting weight, as it as to the SP you have yourself.
This extra (+) is still owned by the ones who choose you as a delegate for a part of their own Steem Power {SP}. So it mainly helps you to gain voting strengh.
If your upvoting power would add maybe like $ 0.002 potential payout before, it could now be like close to 0.100 after delegation.
So it only backs your voting power, the owners of the (+...) value will stay the owners of that Steem Power.

From what i was told, it is the percentage value that your upvotes have... as you upvote it goes down a little till the next day.
