Fill up your profile with relevant information and make it look professional.
Pick a niche if you're not using it for personal photos.
Follow 60 people an hour (provided your account is at least a week old). Follow those who're interested in your niche.
Use proper hashtags. I use websta.me for a list of popular hashtags.
Post 1 - 2 times a day, every day.
Engage with your followers.
Like and engage with strangers.
Remember to put a description for each photo you post. Include a call to action (e.g. comment below or what do you think) in your description.
Look for top accounts in your niche and follow their followers.
Host a giveaway.
Buy a shoutout from influencers.
Collaborate with other influencers if you have quite a number of followers.
