Yeah, but doesnt it mean that they are paying STEEM for all of these accounts to be created, OR am I not right about how these people are able to create as many accounts as they want?
I am pretty sure that someone who wanted to create as many accounts as they could for free would be the problem here, and why is it that people have to wait for their steemit accounts to be created and accepted?
When you get accepted one account should be enough, so after about 3 accounts Steemit.com should see that they are being manipulative, or is it harder than I thought.
I don't know, but someone creating 100's of accounts is not a good thing definitely. But what methods they use is also important, for one example if they are paying for the accounts, then I would call it legit, even if they are just using those accounts to up vote their main one. Just think of it as an ACCOUNT investment. I guess?
Anyways, we all know that steemit already isn't the easiest place to build a following from. Mainly since the wealth distribution is so slanted. Getting seen is hard and then getting up-voted is going to take a while too on a regular basis at least. But who am I to complain.
No, these accounts are created with the Steemit faucet, meaning they just give a phone number and email address and Steemit funds the account creation fee and gives 15 SP delegation for 30 days.
But it also means they need to "verify" the accounts, which doesn't seem to be happening, or only for certain people.

Virtual phone numbers can be obtained for free these days. What would they verify?
