Which 15 minute window are you referring to? I believe the same rules apply now to posts and comments as far as author rewards and curation.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
