Why should someone that doesn't engage in the platform, no matter their financial stake, have the same opportunity to vote as someone adding value, or taking time to support fellow steemers through voting and comments?
This would eliminate "absentee landlords" from renting out their steem to bid bots, then vacating the platform.
It seems to me if Ned wants to keep the "proof of brain" mining process in place, he needs to support content creators and this would be one way of doing it. We currently seem to have a "pay to to play" model, but what if it was also "play to pay" so that vote power could only recharge if a profile adds content, either through posting, or sufficient comments to add to the conversation?
I understand that he doesn't want to upset the largest investors, and we all owe them a huge debt of gratitude that steem is worth anything at all, let alone $2+ a share even in this slump. But, it only seems fair that they do their part to help build the platform they profit from so handsomely.
Now, on the other hand, I do think we can make what we want out of this platform with hard work and persistence, without making any changes, but at least if the whales had to participate, we would have the opportunity to hold them accountable with downvotes and comments, as was the original design to keep "bad actors" from dominating the small fish.
It seems fair to me, but I wonder if anyone agrees?

I think I get that, but I think it could be tempered a bit. Before the linear rewards fork, apparently, the profit was better for them to upvote themelves, which sucked,but could only effect so much of the reward pool. With this new scheme, they scrape up a lot of delegations too, and earn even more. I've read it's 17% or more, plus whatever votes come along under the influence of the trending tag, making a big shift.

I agree more things need to be done to balance it out more in favour of active users. This whole vote buying thing stinks of corruption and is anti democratic. Then again if I were a whale it would be tempting to take advantage of the system.

If it was just the whales, that would be one thing,but a lot of midlevel accounts are hollowed out with delegation. I don't even really like it for the curation guilds. It seems to run against the design of the system. The same thing could have been accomplished through voting alliances, even automated, at least that wouldn't have created a market for votes.

This is a great idea. Perhaps it can be implemented in a phased manner with lesser requirements initially and slowly moving towards a more active community as you suggested

I'm not looking to change the voluntary aspect. If they don't want to create content, that's fine, but allowing them to have full voting power every five days seems to be skewing the odds.

thing is they are the large investors, so they definitely would want a say and curtailing that say will not be very popular among them

And, not all of them are large investors, some of them started with $0, bought votes from their posts, and used that power up. Now, they want to control the prize pool, but not contribute to building the platform.

Your friend is not taking into consideration the fact that when a bot casts a vote, it's from many, many accounts, not just the bots account. Not to mention, the source for the voting bot list is not even close to complete. It's a small sampling of the bots that exist. But, in reality what matters is the percentage of the voting pool they direct.

I am not sure anymore if i am doing things right here or not.
