Am a newbie, but I believe it's because every day only has a limited pool of steam power that is divided up... and as more people post, the ratio of the rewards changes for everyone. So what someones upvote is worth at one point will change during the day. Or then it's just because steem coin value fluctuates constantly. Someone correct me if I'm wrong.
