Basically it's an upgrade to the software and the algorithms beyond it. - At the moment a lot of things here on steemit and in the steem-system are moving and getting adjusted from time to time, because steem is a decentralized system it's necessary to upgrade the ruleset for the miners.

Hardfork is a major change of the protocol used that requires you and everyone else to update your software in order to continue to be able to use it.
Softfork is a change in the protocol used that does not enforce you to upgrade the software you have to continue using it.
