Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
Submit
Increasing voted rshares decreases each voter as a share of the pool.
Keeps rewards from trickling too low by upping the bottom.
This is my guess.
Might just be power politics.
It's pretty rare politics that helps the little guy at the expense of the powerful.
