With this possibility why can't steem allow early users who have lost their owner key to get new passwords - even if they have to pay for them. I am sure there will be many customers. I know several people in this predicament who are trying to get new accounts - but wouldn't it be better if they could pay for a new owner key on their old accounts

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
