The greatest surge came right after the last Hard Fork when payouts were temporarily a lot higher. This attracted many new users.

SBD went below $1 on that day, making it profitable to do conversions. The people doing conversion before that day likely didn't understand that there's an internal market which lets you trade Steem Dollars for Steem instantly.
