I'm pretty sure the large recent signup count is due to large SP holders claiming free accounts. The data in this post appears to show that the number of comments and posts haven't really been affected by HF20, which is a little strange since it was intended to stop Spam.
I made a post that takes estimated traffic data and keyword strength for Steemit.com that shows that the traffic levels have not recovered following HF20 - but maybe that data is inaccurate:

As activities on steemit reduces so does price guess it time to use the Blockchain more actively

We're getting back to normal, but I hear about new users being limited by RC. That keeps the spam down, but good people will need some support, e.g. Delegation.
For the bot vote the size of the votes is more relevant than the number. I expect they account for a pretty large proportion, but I do see some sellers blacklisting abusers. There are signs of improvement.
