I found this discussion on steem it. But it's frozen.
It could be implemented as a seamless integration. I imagine some famous Quora writer going to a page where he authorizes repost content to steem it.
With just that author opens the possibility to be rewarded without changing any habit. Ultra killer application.
Since Quora has no API, user would have to share password. But this is not needed if implementation just scraps content from quora, with user authorization.
To make authorization legal this integration could use a non repudiation mechanism. But in that case user would need to share password to verify he is the owner of the quora account.
Another option is to send an email to the address linked to the quora account. But if that's not visible, which most probably is not then the solution could be to use an user action inside quora to verify it.
Like having a post in quora from steem it. Whoever upvotes the post authorizes it's content to be ported to steem it.
