I cannot speak for the waiting times, but I wrote the extension and I will be clear it is not spying on your browsing. I understand being skeptical, but it is very clear what permissions a plugin has when you install it.
The extension very clearly says when you install it that it only has permission to show Desktop Notifications. It does not have permission to view data on all sites or even Steemit. If it had that ability, it would be listed in the permissions when you install it from the Google Chrome Store.
I used the least amount of permissions required. Most plugins just ask for all permissions, because, well who cares? You can see the difference when installing different plugins. All Chrome Plugins are sandboxed and can only access the resources approved during install.

I have used Randowhale twice today and then got randowhale messages and refunds that you are sleeping, however I am using the chrome app and have checked before sending transactions both times, and you were awake at the time I sent both transactions. If I'm looking at the right period it looks like a 0.5% increase in the upvote percentages at the lower end:
but a reduction at the higher end:
Possibly also the removal of the randowhalebonus upvote? I was never sure exactly whether this was a permanent thing.

While you're testing you might want to get your notifications fixed. Everytime today (9/25... 1:41 CDT) the last- I send money it comes back saying Randowhale is asleep. However the icon is lit up and I got a notification not 5 minutes ago informing me it's awake. I like randowhale... but it seems to be becoming unreliable!
