The saga of 10+ post a day, last minute up voting reward pool rapists seems to never end. I have a suggestion that will nip it in the bud though. If your strong enough to agree to change.

Right now the problem is there is no limit on the number of posts you can make a day and we have some users that take advantage of this to up vote themselves, both self voting and dummy accounts, as they post 10 or more times a day. I'm sure we all know the biggest example of this, a certain TA'er from Asia.
We used to have a soft limit that reduced rewards after the 4th post but that was removed in a previous hard fork. Even if we bring this rule back it's pretty easy to make more accounts to get around the 4 post limit. I think it's time to drop a hammer on this while still allowing people to post as much as they want. With Zappl, dmania, and who knows what other applications on the blockchain it should be okay for people to post all they want. There should also be a way to stop shit posting for the sake of self voting.

I've got a two part idea that would allow people to still post all they want and to have all the accounts they want. What it wouldn't let them do is profit from flooding Steemit with posts for the sake of monetary gain. I think it would also encourage improvement of the quality of posting, especially everyone's first post of the day.

Part one is to require all accounts to be certified as belonging to an individual if they want to receive post payouts. This can be done by the same method that many crypto exchanges do it. Namely via email, phone number, ID, and selfie verification. Uncertified accounts can still post and comment, but all posts and comments will automatically default to declined payout. Uncertified accounts can still upvote too but the upvotes won't increase the reward of a post.
Once we have this in place all accounts that can take payouts will be linked to an individual. This will close the work-a-round to the previous four post limit.

Part two would be reduction of rewards for escalating posts per day by an individual. The first post made by an individual would pay out at 100%, the second at 75%, the third at 50%, and the fourth at 25%. After that it would continue to keep being cut in half with each successive post till it gets to 1%.
Notice I said by INDIVIDUAL. It wouldn't matter if they posted with one account or twenty. The declining payout would apply across all posts regardless of which account. Let TA boy spam all he wants then.

Not really. Unless you have a big following I would say it is far more important to comment regularly. Build up a blog or a following otherwise there is not much point posting ten times a day.
