No without rules we would have a world ruled by dominance. Money makes no difference because humans would only use somethibg other than money, food for example, water. Neccessities.

Your argument is pointless. We would not be civilised if we had no rules. We would rip each other apart until the strongest are on top and when no one can oppose that person who would essentially rule all others another comes along and another and another. There would STILL be someone ruling, someone who doesn't want you to have anything and because there are no rules to stop them would still take what you have.

No not everyone would become evil but I guarantee you made no rules against violence etc. The people that dont want to go to jail because of rules will then do whatever they want and I guarantee you'd be surprised how many people don't murder because of rules not because they feel it's wrong.
