Hope , Steemit team does take some steps to stop these whales from manipulations.I was also thinking about this mechanism which is downright abusive to new members.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
