MattClarke ~ I would have to agree with you .. this would be a "disincentive to constantly engage with the platform", this policy needs to change if steemit wants to look for quality content over quantity..

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
