The problem is that new users who don't care about money and Steemit, simply don't find any reason to stay here. Because let's face it Medium, Reddit offers better quality content.
On the other hand, the ones who do care about money are lured here by guys who spread false expectations.
The people who don't care about money but care about building a community will stay and those are the people we need at this stage. Steemit is still in beta and being build. It likes real-estate, some people are fixer upper, but most people are move-in ready. Steemit is still in the fixer-upper stage. When it's move-in ready, those people will come.
