Yes and i am observing this situation daily as you can see my posts history i have take about 50 plus vote on every post(last 5 posts) but the earning is just in pennies. and not only me i watched many many other users with same stat.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
