Up load image issue error

About two hours ago I started to get this error.

          Seems to happen in a matter what size the file or images

            It came on for three hours. I made post in that time. It’s doing the same thing again for 3 hours now.

            Displayed on the screen in red.

              I'm getting it too, now, in November 2018, and also in August and July, too.
