Accounts that get to something like -30 rep or something should get purged and all their holdings gets donated to steem.dao, that'll teach them to not abuse the system.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
