I wonder if it’s legal for Steemit to monetize content for which they do not have a license (that is, anything not posted via steemit.com).

    It is unclear from the Terms of Service: https://steemit.com/tos.html

    Or at least unclear to me. Are they really monetizing any particular persons content, or just monetizing the Steemit service?

    I'd much rather they made it more explicit with an account by account optional revenue sharing. This would be a further incentive to produce quality content.
