It's come to my attention that users can up vote a post they think might become really hot within the first few minutes and then 25 minutes later, come to find it does not gain immediate traction but are confident it will still trend, the user can simply remove their initial vote and cast their vote again to move up the curation list.
This definitely looks like a problem that needs to be addressed. A simple fix for this could be that the first time a voter casts their vote, the weight proportionate to that vote "sticks". Meaning, should the voter cast their vote again at 25 minutes, after having cast a 6 minute vote already, the same vote that took place at the 6 minute mark would take effect, not the newly casted vote. If you have any other suggestions to prevent this kind of voting behavior, please share your thoughts.

After removing the vote, your voting power doesn't increase, but instead it decreases a little bit.
So I don't think there is this chance to exploit.
