There are no laws about what people can do here apart from posting illegal content. If people flag you lose profits and your reputation goes down. They can't take away what you have already made. It's up to the community to deal with abuse. There are various groups who do this, e.g. @steemcleaners.

Your vote is worth so little than nobody would worry about that. Best not to do it on your comments though as some don't like that.
